Purchasing and Procurement Policy

The University of Kansas Center for Research, Inc. (KUCR) places a high value on good business practices in the procurement of goods and services. KUCR is responsible for assisting researchers and their administrative units to conduct their investigations and to perform the mission of the university in the most efficient, ethical and open manner possible.

KUCR policy is consistent with and subject to the following federal regulations.

Federal grants and contracts administered by KUCR may contain terms more restrictive than those stated in this policy. In those specific situations, the terms of the grant or contract will apply to procurement with funds from that grant or contract.

KUCR adopts the general purchasing polices and procedures of the University of Kansas (KU). While KUCR is not directly subject to the oversight of the Kansas Division of Purchases, the general intent of the KU policies are applicable.

KUCR encourages fair and open competition in the procurement of goods and services. In a manner consistent with KU policy, KUCR delegates the responsibility for transactions under $5,000 to the principal investigator, department or research center. KUCR provides centralized purchasing services and support for these transactions upon request of the department.

Transactions exceeding $5,000 are reviewed and approved by the KUCR Manager of Business Services. The principal investigator, department or research center is responsible for obtaining competitive pricing, for comparing the specifications of competing goods and services and for providing a written justification of the vendor selection prior to procurement. KUCR centrally issues purchase orders for transactions in excess of $5,000. Selected, pre-approved research units are authorized to issue purchase orders in excess of $5,000 after the transaction is reviewed and approved by KUCR.

KUCR departments are encouraged to utilize purchasing contracts and contract vendors which are negotiated and managed by the KU Purchasing Department or the State of Kansas Division of Purchases.

KUCR, with the assistance of the KU Purchasing Department, conducts formal competitive bid transactions as required or requested. Sole source requests are reviewed by the KUCR Manager of Business Services. Transactions over $100,000 are reviewed and approved by the KUCR Chief Financial Officer or delegate.

The KUCR Manager of Business Services serves KUCR in the same role as the KU Director of Purchasing serves KU. KUCR is also subject to the University of Kansas Procurement code of Ethics, University of Kansas Conflict of Interest Policy and the Kansas Open Records Act.
